Prohibits the governor and local chief executive officers from declaring a state of emergency exclusively in response to an international organization's proclamation declaring a state of emergency

Declares that international organizations—defined as the United Nations, World Economic Forum, or World Health Organization—have no power, jurisdiction, or legal authority in Utah

Bars the state, state agencies, and local governments from implementing or enforcing any "international directive" (rules, resolutions, taxes, policies, or mandates) issued by these international organizations

Amends existing emergency management statutes (Title 53, Chapter 2a) to incorporate the new restrictions on emergency declarations tied to international organizations

Takes effect May 6, 2026
