Prohibits electroconvulsive therapy (ECT) for minors under 18 unless the minor has been diagnosed with catatonia as defined by the DSM

Establishes detailed informed consent requirements for ECT, including written disclosures about risks such as memory loss, seizures, fractures, confusion, and death, with consent required for each individual treatment session

Requires ECT to be ordered by a psychiatrist (or in consultation with one) and administered only by a physician, with mandatory memory assessments before and after each treatment

Physicians who fail to comply with informed consent requirements face unprofessional conduct charges and are legally presumed to have lacked informed consent under the Utah Health Care Malpractice Act

Effective date is May 6, 2026
