Creates new criminal offenses: unlawfully marrying a minor, transporting a minor out of state for an illegal marriage, and traveling out of state to marry a minor, each classified as a third degree felony

Moves existing criminal offenses to the criminal code, including unlawful parental consent for minor marriage, unlawfully solemnizing a minor's marriage, and fraudulently impersonating a parent/guardian for marriage consent

Establishes a 15-year statute of limitations for prosecution of minor marriage offenses, running from the date the minor turns 18 years old

Declares marriages performed in other jurisdictions involving a minor invalid in Utah unless the minor was 16-17 years old, the age difference between parties is 4 years or less, parental consent was obtained, the minor entered voluntarily, and a court provided written authorization

Takes effect May 6, 2026
