Creates the Poaching Mitigation Fund to receive restitution money and reimbursements from wildlife violations, with funds used by the Division of Law Enforcement for anti-poaching education, equipment, training, and enforcement projects

Requires the Division of Wildlife Resources to prevent grizzly bear establishment in Utah and request federal removal of any grizzly bears discovered in areas where they remain federally listed as threatened or endangered

Modifies guide and outfitter registration requirements by removing "spotter" as a separate registration category, allowing entities (not just individuals) to register as outfitters, and limiting the number of individuals providing guide/outfitting services to two (or three for once-in-a-lifetime/limited entry hunts)

Expands who may verify illness, injury, or disability for hunting/fishing license refunds to include nurse practitioners in addition to physicians and physician assistants

Reduces the required setback distance for discharging dangerous weapons near buildings from 600 feet to 300 feet when on waterfowl or wildlife management areas, and creates escalating penalties (class B misdemeanor to third degree felony) for pilots who knowingly operate aircraft resulting in illegal wildlife taking
