Increases mandatory minimum fines for exploitation of prostitution to $10,000 (third degree felony) and aggravated exploitation of prostitution to $20,000 (second degree felony, or first degree if involving a child)

Establishes mandatory minimum fines of $5,000 for first/second offense and $10,000 for third or subsequent offense for sexual solicitation offering compensation to an adult

Clarifies that mandatory fines of $20,000 for offenses involving children (patronizing a prostituted child, sexual solicitation of a child) only apply when the offender is 18 years old or older
