Prohibits operating a vehicle on highways when a cargo carrier (hitch-mounted carriers, cargo trays, or cargo baskets) blocks tail lights from being visible at 500 feet to the rear

Allows operation with obscured tail lights if auxiliary lighting equipment and red reflectors are installed on the cargo carrier, wired to activate with the vehicle's standard tail and brake lights

Auxiliary lights and reflectors must be red, visible from at least 500 feet, and meet Department of Public Safety standards

First offense is an infraction with a fine up to $100; second or subsequent violations within three years carry fines up to $200
