Expands the definition of "invasive mussel" to include both Dreissena mussels (zebra, quagga) and Limnoperna mussels (golden mussel), and creates new requirements for boat liveries including mandatory aquatic invasive species education courses for renters and recordkeeping of launch dates and water bodies used

Exempts vessels owned by federal, state, or political subdivision government agencies from aquatic invasive species fees when used for official duties, and exempts nonmotorized vessels and inflatable motorboats from fee and education requirements

Removes the $10 million annual cap on low-interest loans from the Water Resources Conservation and Development Fund for secondary water metering projects

Allows the Division of Water Rights to maintain records in electronic form rather than requiring physical records, and authorizes the Department of Natural Resources to fund litigation expenses related to the state's water interests

Repeals the Alternative Energy Development Tax Credit Act (Sections 79-6-501 through 79-6-505) and the Watershed Restoration Initiative funding section, changes terminology from "buffalo" to "bison" in state parks provisions, and adds a groundwater/water resources expert to the Utah Geological Survey Board
