Increases the fee for individuals on probation or parole applying for interstate supervision transfer from $50 to $90 under the Interstate Compact for Adult Offender Supervision

Requires individuals seeking interstate transfer of supervision for a felony or qualifying misdemeanor to first be under Division of Adult Probation and Parole supervision before applying

Mandates that arrest warrants for interstate compact supervised individuals who violate supervision terms must be extradition warrants with nationwide pickup radius, prohibiting bail bond release until the individual returns to Utah

Requires the Bureau of Criminal Identification to submit arrest warrants for interstate compact supervised individuals to the National Crime Information Center within 48 hours

Takes effect May 6, 2026, and repeals Section 53-10-214 by merging its reporting requirements into Section 53-10-213
