Creates the Violent Crime Clearance Rate Fund, a nonlapsing special revenue fund administered by the State Commission on Criminal and Juvenile Justice, funded by legislative appropriations, private donations, and interest earnings

Appropriates $250,000 for fiscal year 2027 to provide grants to law enforcement agencies for improving violent crime clearance rates

Allocates 85% of grant funds through competitive applications, 15% randomly to non-winning applicants, with at least 10% of competitive funds reserved for agencies serving only rural communities

Permits grant funds to be used for hiring/training investigators and forensic personnel, acquiring evidence collection technology, supporting witnesses, and developing policies to increase clearance rates

Allows the commission to retain up to 3% of fund deposits for administrative costs; effective date May 6, 2026
