Local education agencies must limit fee waivers for school trips to no more than two trips per student per year and establish a dollar amount cap on total fee waivers

"Trip" is defined as a school-sponsored travel activity of two or more nights requiring a student fee, excluding in-state activities sponsored by athletic/activity associations

Students seeking a fee waiver for a second trip must meet with the principal and develop an "action plan" involving school or community contributions such as custodial work or service programs

Action plans must match student abilities and availability, consider individual circumstances, and avoid interfering with academic or personal responsibilities
