Local education agencies (LEAs) must provide written notice to parents at least 30 days before any boundary change that relocates an eligible student's special education class, including details about the new school location, implementation timeline, IEP meeting scheduling, and transportation arrangements

Written notice may be delivered via regular mail, certified mail, email, or hand delivery and must explain the reason for the boundary change and how it will impact the student

Parents of affected special education students must be given an opportunity to submit written or verbal comments on proposed boundary changes, and LEAs must document and consider all comments before making a final decision

The notice requirement does not apply when special class relocations occur due to compliance with special enrollment program provisions
