Creates a civil cause of action allowing individuals to sue when they are depicted in obscenity, child sexual abuse material, or their likeness is used on a child sex doll

Courts may award injunctive relief, nominal damages, actual damages, punitive damages, and reasonable attorney fees to successful plaintiffs

Exempts internet service providers, search engines, and cloud service providers from liability if they did not create the offending content

Allows civil lawsuits to proceed regardless of whether the underlying conduct resulted in a criminal conviction

Takes effect May 6, 2026, and includes a severability clause ensuring remaining provisions survive if any part is invalidated
