Expands the definition of "eligible teacher" for the Salary Supplement for Highly Needed Educators program to explicitly include speech-language pathologists and speech-language technicians

Expands the definition of "classroom teacher" for teaching supplies and materials appropriations to include speech-language pathologists and speech-language technicians

Broadens eligible uses of teaching supplies funding to include therapeutic purposes, not just educational purposes

Changes "high-needs area" definition from "teaching assignments" to simply "assignments" to accommodate non-traditional teaching roles

Effective date: July 1, 2026
