Requires retail water suppliers providing outdoor culinary water to implement at least three increasing block units in rate structures for residential customers by July 1, 2027, covering efficient indoor use, efficient outdoor use, and wasteful/excessive use

Rate increases between block units must provide a clear price signal or financial incentive to encourage customers to reduce water consumption

Water conservation efforts must be included as an element in determining rates for the highest usage block unit for residential customers by July 1, 2027

For-profit public water systems are prohibited from using revenue from the highest usage conservation block to pay profits or dividends to investors or owners
