Removes the $10,000,000 annual cap on low-interest loans from the Water Resources Conservation and Development Fund for secondary water metering projects.

Allows Division of Water Rights records to be maintained in either physical or electronic form, and clarifies procedures for water right treatment after termination or noncompliance of royalty contracts or mineral leases.

Expands Utah Geological Survey duties to include groundwater and surface water resource analysis, wetland assessment, and adds one board member position (from 7 to 8) with groundwater/water resources expertise.

Repeals the Alternative Energy Development Tax Credit Act (Sections 79-6-501 through 79-6-505) and the Watershed Restoration Initiative funding source specification (Section 79-2-604).

Changes statutory terminology from "buffalo" to "bison" for Antelope Island herd management and updates work period provisions for Department of Natural Resources law enforcement employees.
