Expands Grow Your Own Educator Pipeline Program scholarship eligibility to include licensed teachers seeking special education endorsements, in addition to existing categories of paraprofessionals, school counselor assistants, and school counselor interns

Adds statutory definition of "special education teacher" as a teacher assigned to serve students with disabilities who holds a current educator license with a special education license area of concentration or endorsement

Licensed teachers pursuing special education certification are exempt from the standard requirement that scholarship recipients must have previously been paraprofessionals within the same LEA

Amends Utah Code Section 53F-5-218, which was last modified in 2023
