Repeals Utah's statutory requirement for boat/motorboat insurance, eliminating mandatory owner's or operator's security for motorboats

Removes motorboats from the Uninsured Motorist Identification Database Program, which will no longer track or verify motorboat insurance compliance

Eliminates the $2 uninsured motorist identification fee previously charged on motorboat registrations

Repeals multiple Utah Code sections (31A-22-1501 through 1504, 73-18-13.5, and 73-18c-101 through 308) that established motorboat liability coverage requirements and enforcement mechanisms

Takes effect May 6, 2026, or upon governor's approval if passed by two-thirds majority, with certain fee provisions effective July 1, 2026
