Utah state institutions of higher education must grant resident student status for tuition purposes to students who participate in the institution's Reserve Officers' Training Corps (ROTC) and are eligible to enlist in a branch of the U.S. military

"ROTC participant" is defined as a student enrolled at an institution, participating in ROTC at that institution, and eligible for military enlistment

ROTC participants are added to the existing list of individuals who automatically qualify for in-state tuition, which includes military service members, veterans, their family members, DOD civilians, foreign service members, and certain refugees and immigrants

No money is appropriated in connection with this legislation

Effective date: July 1, 2026
