Individuals with concealed carry permits are prohibited from openly carrying dangerous weapons on the grounds of daycares, public or private elementary schools, and secondary schools, unless lawfully responding to an active threat

Concealed carry permit holders may still carry weapons in a concealed manner at these locations; the restriction applies specifically to open carry

The bill amends three Utah Code sections: 53-5a-102.2, 76-11-205, and 76-11-206, which govern firearm carrying at schools and daycares

Active threat exceptions allow open carry when responding lawfully under self-defense statutes (Sections 76-2-402, 76-2-405, or 76-2-407)
