Prohibits medical facilities and genomic research facilities from using genetic sequencers or operational software produced by, distributed by, or domiciled within a foreign adversary as defined in 15 C.F.R. Sec. 791.4

Bans storage of genetic sequencing data within foreign adversary boundaries and prohibits remote access to such data by persons in foreign adversaries unless approved in writing by the department

Requires facilities with prohibited equipment to remove or permanently disable the devices and replace them with compliant alternatives

Imposes $10,000 fine per violation, with each human genome sequenced on prohibited equipment counting as a separate violation; enforcement begins May 1, 2028

Mandates sworn compliance statements to the attorney general and department by December 31, 2028, and every 10 years thereafter; provides whistleblower protections for employees reporting violations
