Prohibits Local Education Agencies (LEAs) from providing students access to instructional materials that have been removed statewide as "sensitive material" (pornographic or indecent content)

Requires LEAs to review all instructional materials before adding them to collections to ensure they do not contain sensitive material

Establishes statewide removal threshold: when at least 3 school districts, or 2 school districts plus 5 charter schools, determine material is "objective sensitive material," all LEAs statewide must remove it from student access

Prohibits vendors of digital instructional materials from selling or promoting goods/services through educational materials they provide to schools

Takes effect July 1, 2026, and requires the Legislative Auditor General to complete compliance audits of all school districts before November 2028
