Requires voters identified as potential non-citizens to be notified and given 30 days to dispute the determination; they may cast provisional ballots pending resolution but must provide citizenship proof before the canvass for votes to count

Defines acceptable documentary proof of citizenship including Utah driver license/ID verifying citizenship, birth certificate, U.S. passport, naturalization documents, tribal identification, and alien registration numbers verifying citizenship

Modifies voter registration forms to include citizenship affidavit requirements and updates ballot curing deadlines to noon on the last business day before the applicable canvass
