Requires the State Board of Education to establish standards for a digital skills course in grades 7 or 8 beginning with the 2027-2028 school year, covering 16 topic areas including AI literacy, social media awareness, cybersecurity, misinformation identification, and screen time management

Authorizes the state superintendent to create an advisory tech council to recommend standards, identify curriculum resources, advise on emerging technologies, and coordinate with public, private, and nonprofit entities on digital skills education

Defines "digital skills concepts" to include digital privacy, cyberbullying prevention, algorithm awareness, intellectual property rights, digital footprint management, and career implications of digital literacy

Amends the existing Digital Teaching and Learning Grant Program by removing the requirement for a separate advisory committee and eliminating the digital teaching and learning task force provision

Takes effect May 6, 2026
