Utah Board of Higher Education must establish policy by 2026-27 academic year requiring incorporation of "seminal documents" (Declaration of Independence, U.S. Constitution, Federalist Papers, Bill of Rights, presidential speeches, Supreme Court opinions) into general education writing courses where institutions and instructors deem appropriate

Institutions and faculty retain discretion to determine when, how, and which specific seminal documents to incorporate, as well as assignment format, length, and scope

Higher education institutions may voluntarily adopt structured requirements including at least three analytical writing assignments using seminal documents as primary sources

Policy must maintain genre diversity in writing instruction, ensuring continued teaching of narrative, creative, technical, professional, research, and digital writing forms

Effective date: May 6, 2026; no money appropriated
