Public Service Commission must establish an "energy cost baseline" for electrical corporations during general rate cases based on the utility's proposal

For costs incurred on or after January 1, 2026, electrical corporations must share 80% of variances between actual costs and the baseline with customers—whether costs run over or under the baseline (symmetrical sharing band)

Energy balancing account costs incurred before January 1, 2026 remain eligible for 100% recovery of prudently incurred costs

Electrical corporations must report to the Public Utilities, Energy, and Technology Interim Committee before December 1 of each even-numbered year on the application of the sharing percentages
