Establishes six specific motor vehicle title brands: fire damaged, flood damaged, gray market, hail damaged, stolen/recovered, and rebuilt and restored

Requires the Motor Vehicle Division to check vehicle identification numbers against the National Motor Vehicle Title Information System (NMVTIS) before issuing new Utah titles for vehicles with no title or out-of-state titles

Allows fire damaged, flood damaged, or hail damaged vehicles to receive a "rebuilt and restored" brand once safely repaired; gray market vehicles can receive "compliant gray market" status after meeting federal and state safety standards and passing inspection

Requires title certificates to display "Odometer discrepancy" when the odometer reading does not match actual miles driven

Takes effect January 1, 2027
