"Home school" definition includes home-based microschools and cooperative educational arrangements that meet the same criteria of parental control and no public funding

Amends 14 sections of Utah Code across education titles to update terminology and ensure consistent use of "home-based student" versus "home school student" throughout existing scholarship programs, online education, dual enrollment, and extracurricular participation statutes

Clarifies that students receiving Utah Fits All Scholarship, Carson Smith Opportunity Scholarship, or other publicly funded educational services are classified as "home-based students" rather than "home school students"

Takes effect May 6, 2026, and appropriates no money
