Public Service Commission must actively participate in regional transmission organizations (RTOs) and independent system operators (ISOs) where Utah utilities are members, including engagement in stakeholder processes, governance committees, and technical forums

Commission is authorized to obtain operational, market, and reliability data from RTOs/ISOs and may contract with independent experts to verify modeling and cost allocations affecting Utah generation and transmission facilities

Annual report required to the Legislature by November 30 assessing whether Utah customers pay disproportionate congestion costs, whether sufficiency measures burden Utah utilities, and whether the commission has equal access compared to other state regulators

Commission must notify the Legislative Management Committee and Public Utilities Interim Committee within 30 days if denied access to data or participation available to other state regulatory bodies

Community clean energy program notices must now include a simple opt-out method (such as checking a box) and submission instructions, with this information prominently displayed to customers
