Creates the Commission on Unincorporated Areas of a County of the First Class (Salt Lake County) to coordinate regional planning for unincorporated areas, with 9 members including mayors from Copperton, Herriman, Magna, South Jordan, West Jordan, and West Valley City, plus appointees from the House Speaker, Senate President, and Governor

Requires the commission to study unincorporated areas and develop plans identifying which areas should remain unincorporated permanently versus which should be annexed into existing municipalities, focusing on areas west of Interstate 15

Restricts annexation of unincorporated areas covered by an adopted plan to only municipalities specifically identified in that plan, and prohibits those areas from incorporating as new municipalities

Mandates Salt Lake County provide administrative staff support to the commission, and requires government entities to provide requested information to support the commission's work

Requires annual written reports to the Political Subdivisions Interim Committee beginning August 31, 2027, with the bill taking effect May 6, 2026
