Requires the Legislative Fiscal Analyst to submit the federal funds portions of budget stress tests to the Federalism Commission, which will review them and may make legislative recommendations to the Executive Appropriations Committee

Directs Utah State University's Jon M. Huntsman School of Business Analytics Solutions Center to create and maintain a publicly available digital dashboard visualizing state dependency on federal funds and the risk of federal funding reductions

Requires the Analytics Solutions Center to model economic scenarios to help the state plan for potential reductions in federal funds

Appropriates $300,000 from the Income Tax Fund for fiscal year 2027 ($150,000 ongoing, $150,000 one-time) to Utah State University for the dashboard and modeling work

Takes effect May 6, 2026
