Health care sharing ministries must include a prominent written notice on all applications, guideline materials, and advertising materials stating: "This is not insurance. No one is obligated to pay your medical bills."

The notice requirement adds to existing disclosure obligations that already require ministries to inform participants they are not insurance companies and participation is voluntary.

Health care sharing ministries remain exempt from Utah insurance regulations if they comply with disclosure requirements, including providing annual written statements of nationwide contribution data.

Amends Utah Code Section 31A-1-103 regarding scope and applicability of insurance title provisions.

Effective date: May 6, 2026.
