Requires the Department of Health and Human Services to create and make available online an opiate abuse prevention pamphlet, removing the previous "as funding is available" condition.

Mandates pharmacies dispensing Schedule II or III opiates to print and prominently display the informational pamphlet at the point of sale.

Removes the exemption that previously allowed pharmacies to skip the pamphlet requirement if they were unable to obtain it from the department.

Pamphlet must include information on addiction risks, proper storage and disposal, alternative pain management options, naloxone benefits and access, and substance use disorder resources.

Effective date: May 6, 2026.
