Establishes a $175 heavy duty emissions compliance fee beginning January 1, 2027, for registration or renewal of vehicles with gross weight ratings over 14,000 pounds and model years 2009 or older

Exempts farm tractors, farm trucks, implements of husbandry, ambulances, law enforcement vehicles, fire engines, government-owned vehicles, and garbage/solid waste collection vehicles from the fee

Deposits all revenue from the fee into the Transportation Fund

Takes effect May 6, 2026
