Increases ground ambulance base rates effective July 1, 2026: EMT transport to $1,257.15, advanced EMT transport to $1,659.66, and paramedic transport to $2,426.64

Authorizes the Bureau of Emergency Medical Services to publish annual base rate adjustments beginning July 1, 2027, calculated by multiplying the current rate by the medical care consumer price index

Incorporates medication costs into the base rate rather than billing them separately, eliminating the previous "medication maximum cost" as a distinct charge

Requires Medicaid to reimburse ambulance providers at the highest rate allowed under the assessment, and requires health benefit plans and workers' compensation carriers to accept the base rate and mileage rate as allowable expenses

Removes the July 1, 2027 sunset dates for ground ambulance reimbursement provisions, making the rate structure permanent
