Requires raw milk producers to register annually with the Utah Department of Agriculture via postcard application, including business name, address, and species of lactating animals

Establishes safety standards prohibiting raw milk from containing drug residues, more than 20,000 CFU/mL aerobic bacteria, more than 10 CFU/mL coliforms, or detectable levels of listeria, salmonella, campylobacter, or shiga toxin-producing E. coli

Mandates labeling requirements including "RAW MILK" in letters at least 1/4 inch high, a warning that raw milk "may be unsafe," black caps for fluid milk, and producer information including registration number and consume-by date

Prohibits sale of raw milk through food service establishments, commercial kitchens, or under the Homemade Food Act, and restricts sales to within Utah only

Creates tiered penalty structure for violations: up to $500 for first offense, $1,000 for second, and $3,000 for third offense within 12 months; foodborne illness outbreaks trigger 14-day cease and desist orders with escalating fines
