Lowers the ownership threshold for classifying an entity as a "restricted foreign entity" from 51% to 25% ownership by governments or entities of China, Iran, North Korea, or Russia.

Requires the Department of Public Safety to send letters to entities suspected of being restricted foreign entities, giving them 30 days to provide evidence proving they are not restricted.

Authorizes the department to impose a $500 per day fine on entities that fail to respond to the department's letter within the 30-day period.

Requires the attorney general to coordinate with the Division of Facilities and Construction Management when conducting forced sales of a restricted foreign entity's interest in land.

Takes effect May 6, 2026.
