Public schools are prohibited from membership in athletic associations that fail to establish and equally enforce penalties for rule infractions by member schools.

Athletic associations must include mandatory moratorium periods in their policies: statewide breaks during Independence Day, Thanksgiving, and winter holidays; sport-by-sport summer moratoriums; and sport-specific off-season moratoriums of at least six weeks.

Associations must annually report to the Education Interim Committee after July each year on implementation of moratorium policies and enforcement compliance.

Rural schools may receive reasonable accommodations for off-season moratorium requirements based on regional needs.

Effective date: August 1, 2026.
