Local governments (cities, municipalities, counties, political subdivisions) may adopt only one official flag and may adopt additional flags for ceremonial or other purposes

Courthouses, public airports, and transit facilities may display only "exempt flags" including U.S. flag, Utah state flag, official flags of other governments, military flags, POW/MIA flag, tribal flags, college/university flags, Olympic flags, and official local government flags

The Rules Review and General Oversight Committee may review official and ceremonial flags adopted by local governments to ensure compliance

Government entities violating flag display rules face $500 per day fines after a 30-day cure period, with fines investigated and imposed by the state auditor
