Governor appoints the state homeless services coordinator to lead the Office of Homeless Services, with authority to remove the coordinator at will; the coordinator serves as advisor to the governor on homelessness issues and chief administrative officer of the office

Service providers may temporarily expand congregate shelter bed capacity up to 135% of designated capacity with municipal consent and state/local code compliance, but this authorization expires April 30, 2027

Removes requirements for the coordinator and board to create and maintain a statewide strategic plan to minimize homelessness, while retaining requirements for annual homeless services budgets and measurable benchmarks

Modifies tax revenue distribution provisions for participating local governments, reducing the annual local contribution calculation from $316,250 (2.93% cap) in 2027 to $275,000 (2.55% cap) beginning January 1, 2028, with funds deposited into the Homeless Shelter Cities Mitigation Restricted Account

Repeals obsolete code sections including Section 35A-16-101 (Title) and Section 35A-16-209 (Cost measures), with most provisions effective May 6, 2026 and tax-related changes effective January 1, 2027
