Beginning with the 2027-2028 school year, LEAs must include a high-definition video of at least three minutes showing the process of fertilization and each stage of human development inside the uterus as part of human development instruction

The required video must show conceptual age and significant markers in cell growth and organ development for every stage of pregnancy until birth, and may include high-definition ultrasound footage of brain, heart, sex organs, and other vital organs in early fetal development

The State Board of Education must publish a list of approved instructional materials on its public website, with videos sourced from organizations that offer them free of charge

LEAs must make instructional materials available to parents upon request and provide annual assurance to the State Board that they are in compliance with these requirements

The bill takes effect July 1, 2026
