Adds "social health" as a required component of Utah's public school health curriculum, defined as the ability to build and maintain mutually beneficial relationships with family, friends, peers, co-workers, online connections, and the broader community

Requires students to receive health instruction at least twice between grades 7-12, covering topics including the "success sequence" (completing high school, obtaining full-time employment, having children within marriage), refusal skills, situational awareness, and harmful effects of pornography

Mandates instruction stress abstinence before marriage and fidelity after marriage, while prohibiting discussion of sexual stimulation, advocacy of premarital sex, or encouragement of contraceptive use

Allows but does not require LEAs to include information about contraceptive methods that emphasizes failure rates, limitations, and risks, without demonstrating their use

Takes effect July 1, 2026 and amends Utah Code Section 53G-10-402
