Internal service fund agencies must submit rate data to the Governor's Office of Planning and Budget and Office of the Legislative Fiscal Analyst by September 15 before billing other state agencies, effective for fiscal years beginning July 1, 2027 or later

Fee agencies are prohibited from charging fees unless they first submit detailed fee data—including purpose, amount, estimated revenue, costs, and justification—to budget oversight offices by September 15 of the preceding fiscal year

Both internal service fund agencies and fee agencies must annually report actual costs, revenue collected, and number of times each rate or fee was charged during the preceding fiscal year, due by September 15 (with a November 15 deadline for 2026 reports)

Agencies that collect fees or rates in violation of these requirements must rebate the collected amounts to the paying agencies

Effective date is May 6, 2026; amends Utah Code Sections 63J-1-410 and 63J-1-504
