Amends Utah's Office of Artificial Intelligence Policy and AI Learning Laboratory Program, originally established in 2024, effective May 6, 2026

Creates two new agreement types: "regulatory mitigation agreements" allowing AI deployment despite potentially conflicting laws with reduced penalties or cure periods, and "joint interpretation agreements" clarifying how existing laws apply to AI technology

Expands the office's authority to include governmental entities (judiciary, public education, political subdivisions) in addition to state agencies when negotiating regulatory agreements

Requires the office to perform regular audits of participants and adds mandatory consumer disclosure and reporting requirements to all agreements

Limits demonstration periods to 12 months initially, with participants able to request up to two 12-month extensions; requests must be submitted 30 days before expiration
