Creates the Inmate Medical Treatment Restricted Account within the General Fund to capture savings from reduced medical payment rates for inmates

Requires the Department of Health and Human Services to reimburse University of Utah Hospitals and Clinics and University of Utah physician groups at Medicare rates for outpatient services provided to inmates, effective May 6, 2026

Allocates savings from the new payment rates: 50% deposited into the restricted account for Division of Correctional Health Services use, and 50% returned to the General Fund

Mandates annual reporting to the Health and Human Services Interim Committee (by November 1) and Law Enforcement and Criminal Justice Interim Committee (upon request) detailing savings calculations and account status

Requires Social Services Appropriations Subcommittee approval before any expenditures from the restricted account can be made
