Prohibits owners of new developments or redevelopments within the Great Salt Lake drainage from using overhead spray irrigation to water non-functional turf beginning January 1, 2028, unless the irrigation system has weather or soil-based monitoring technology

Defines "functional turf" as turf dedicated to active use (sports fields, parks, golf courses, cemeteries) or turf meeting specific criteria including slopes under 25%, minimum 8-foot width, and low-water plant varieties

Applies to commercial, industrial, institutional, mixed-use, and multifamily projects, as well as common interest community common areas, but exempts single-family homes, agricultural land, government property, and schools

Authorizes municipalities and counties to include notice of the irrigation prohibition on land use permits and encourages them to review plans, inspect completed projects, and address noncompliance

Takes effect May 5, 2027, with the irrigation restrictions applying to projects undertaken on or after January 1, 2028
