Raises the threshold for governor-only approval of federal funds requests from $1 million to $5 million per year for executive, judicial, and State Board of Education agencies

Creates a new "ultra high impact" category for federal funds requests of $100 million or more per year, requiring Executive Appropriations Committee review before submission to the federal government and full Legislature approval within 120 days of formal submission

Increases the "high impact" threshold from $10 million to $25-$100 million per year and the "medium impact" threshold from $1-10 million to $5-25 million per year

Requires establishment of a legislative oversight committee for each approved ultra high impact request, with 50% senators and 50% representatives, to review programming and funding and make appropriation recommendations

Takes effect May 6, 2026, or earlier if approved by two-thirds of both legislative chambers
