Extends the maximum time extension for certifying a previously Medicaid-certified nursing care facility program from two years to four years beyond the standard three-year requirement when facilities are relocating to new or renovated buildings

Allows nursing care facility programs that previously received a two-year extension before May 6, 2026 to request an additional extension to four years total, even if the original extension has expired

Requires providers seeking extensions to submit documentation to the director demonstrating need, and extensions are only available when emergencies declared by the president or governor affect building or renovation

Amends Utah Code Section 26B-3-311 governing authorization to renew, transfer, or increase Medicaid certified nursing care facility programs

Takes effect on May 6, 2026
