Removes the contractor licensing requirement for persons who only provide or offer to provide a list of subcontractors or suppliers to construction project clients

Amends Section 58-55-102 of the Utah Construction Trades Licensing Act to narrow the definition of "contractor" by eliminating subcontractor/supplier referral services from activities requiring licensure

Includes a coordination clause with H.B. 40 (Utah Construction Trades Licensing Act Amendments) to ensure consistent statutory language if both bills pass

Takes effect on May 6, 2026

Appropriates no money and makes only technical and conforming changes beyond the core licensing exemption
