Expands eligibility for victim reparations awards to allow individuals who were sexually assaulted while incarcerated in a prison, jail, or correctional facility to receive mental health counseling benefits after their release

Modifies the definition of "criminally injurious conduct" to include hit-and-run offenses involving death (failure to stop and remain at scene of an accident involving death under Section 41-6a-401.5)

Restructures the definition of criminally injurious conduct related to motor vehicles, aircraft, or watercraft to clarify which vehicle-related offenses qualify for victim reparations

Takes effect on May 6, 2026
