Creates a new "dedicated water application" allowing water right holders to add instream flow, sovereign lands use, or Colorado River System reservoir delivery as additional uses without permanently changing their underlying water right

Dedicated water applications may be filed for fixed or indefinite periods and can include split season use (sequential use of water portions in the same calendar year)

Prohibits segregation of a dedicated water application from its underlying water right, and the application automatically lapses if the underlying right lapses, is withdrawn, or is declared forfeited

State engineer may deny applications that would remove agricultural land from irrigation for a full season in more than two years out of any five-year period on the same field

Takes effect May 6, 2026, and adds dedicated water applications to the state engineer's fee schedule while requiring prioritized processing of these applications
